▣ Background and purpose of the study

• Korea's major construction-related systems have been developed by introducing Japan's construction system in the past, resulting in various problems and limitations in securing international competitiveness for domestic construction companies in the global construction environment.

• Accordingly, the purpose of this study is to compare and review the construction systems of major countries such as the OECD to derive implications for the globalization of the domestic construction system (the first year), and to prepare information on the global construction system (the second year).

 

▣ Research method

• This study is to derives implications through overall investigation and analysis of the construction system.

- At first, the comprehensive research literature on the construction system is reviewed in advance.

- Through this, a framework is established to investigate domestic and foreign construction systems by field, and detailed surveys of construction systems by field are conducted accordingly.

• Next, the domestic and foreign construction systems surveyed by field are compared and analyzed.

- The differences and causes of similar systems at home and abroad, and foreign systems that have not been introduced in Korea by field are reviewed.

• Finally, conclusions for each field are drawn and policy implications are presented.

- Expert surveys and interviews are conducted to investigate systems, countries, and related experts that need to establish information.

- In addition, a research project to be included in the plan to build and provide information on the global construction system to be carried out in the second year is proposed.

 

▣ Research contents

• Due to the nature of the survey research, most of the contents were conducted through literature research, and each survey field includes various systems for each country.

- Construction license system: Korea, the United States, the United Kingdom, France, Japan

- Procedures and related systems for construction projects: Korea, the United States, and the United Kingdom.

- Budgeting and cost estimation systems for construction works: Korea, the United States, the United Kingdom, Japan

- Construction Procurement system: Korea, the United States, the United Kingdom, Japan

- Construction company selection and bidding system: Korea, the United States, the European Union, the United Kingdom, France, Germany, Japan

- Construction Guarantee System: Korea, the United States, the European Union, Japan,

- Awarding the contract system: Korea, the United States, the United Kingdom, Japan

- Protection and fostering system for regional and small construction companies: Korea, the United States, the European Union, Japan

- High-tech and new technology introduction systems for construction works: Korea, the United States, the United Kingdom, Japan

• By comparing national systems for each field, policy implications were derived, and research projects for the second year were proposed through expert advice.

 

▣ Expected effect

• It laid the foundation for domestic and international system analysis on how to build and provide information on the global construction system to be carried out in the second year's study.

• Furthermore, in order to accelerate the globalization of the domestic construction system, the continuous information construction and provision of construction systems in advanced countries was promoted.
